The Marcus & Millichap / IPA Multifamily Bay Area Forum: San Francisco and Beyond was a great success! Over 450 owners, developers, investors and real estate players attended the event on November 14.

Stephen LevyStephen Levy, Director & Senior Economist, CCSCE

Stephen Levy is Director and Senior Economist of the Center for Continuing Study of the California Economy (CCSCE) in Palo Alto. Steve has worked extensively on how the state budget and economy are related. He created the California Budget Challenge in partnership with Next Ten. He prepared a paper on Proposition 13 for the Joint Venture Index of Silicon Valley conference in 2012. Steve has also worked with California Forward on linking future economic and demographic trends in California to state budget issues. Learn more about Stephen.

Mark LuceMark Luce, President,  Association of Bay Area Governments

Mark Luce was appointed to the Napa County Planning Commission in 1985 and served until 1989. This Commission rezoned the entire county for consistency with the General Plan, reducing the amount of urban zoning in its rural areas. In 1990, Mark won a seat on the Napa City Council where he served his four-year term.  During this period, the Council created the toilet retrofit program allowing approved development to progress while avoiding increased water demand. The program was continued and the CIty’s water use has remained essentially constant from that time. Mr. Luce also helped create the tax incentive program that led to the development of the factory outlets, and successfully managed the budget through the recession. Learn more about Mark.
